Through meeting these advanced civilizations is how they made their own technology.
So they were stuck on their planet doomed to die out eventually until they somehow made contact with another advanced civilization. They originated and evolved on a planet like any other life form but only difference is they involved in a certain way that they weren’t able to make their own technology like how dolphins are intelligent but don’t have hands to build technology. They’re probably their own civilization/species.
I don’t get why they have to be created by some advanced civilization or be an experiment gone wrong when people have it all wrong.
